The Lao Environment and Social (LEnS) Project, executed by the Environmental Protection Fund (EPF) support from the World Bank, provides sub-grants to strengthen environmental and social management in Lao PDR. The LEnS Project is seeking a part time job Local or International as consultant on social safeguard capacity building for its two sub-grants in Bolikhamxay and Khammouane provinces.

The consultant will be working proactively with both RMU in Khammouane and PWREO in Bolikhamxay to provide TA for developing their capacity in the area of social impact assessment and resettlement management capacity. S/he will report to the Manager of RMU in Khammouane and Director of PWREO in Borikhamxay and/or their proxies.

Required Qualification:
Interested candidates should have, but should not be limited to the following background:
• An advanced degree in the area of Social and/or community development, sociology or anthropology;
• At least 5 year work experience in social or community development, SIA and resettlement in Laos or in the SEA region;
• Knowledge on Social Impact Assessment (SIA) and social safeguard policy of the government and the World Bank will be an advantage;
• Interpersonal and teamwork skills;
• Ability to travel and stay in provinces and villages of between Khammouane and Borikhamxay;
• Good communication skill with ability to speak Lao and produce reports of good quality in English and if possible in Lao language.
• Working computer skill in using Power Point, Word and Excel sheet.
