With funding secured under the Global Fund Round 8 grant, the Ministry of Health (MOH) is seeking to recruit 3 long-term IT officers to provide technical assistance and support for its Food and Drug Department (FDD) and two MOH centers; The IT officers will work as part of a team under the supervision and direction of the IT Manager based at the Food and Drug Department.

These are full time positions based in Vientiane with some provincial as required. There is a six month probation period. The funding is available for 3 years.

The IT officers will work in collaboration to develop and implement an IT Policy, IT Standard Operating Procedures (SOP) and deliver training to staff on effective use of computers and software packages.

The IT officers will develop or maintain databases systems, websites or intranet sites as required, and deliver training on the use of email or other office systems. The IT officers will ensure back up of all data is done on a regular basis.

PC or laptop will be provided.

Selection Criteria
Qualifications:
Degree in computer science or related field or 2 years relevant IT experience

Referees must be available
Examples of databases developed by applicant
Examples of website design

Experience
• Strong practical experience with Microsoft Windows / Office applications
• Familiarity with Linux (Ubuntu) OS desirable
• On-site experience in maintenance, networking
• Website / intranet design and maintenance

Terms of Reference
• Assist in developing IT policy - consistent with e-Government or other relevant MOH policies
• Develop and implement SOPs
• Develop and deliver training materials for effective IT e.g. database, email and intranet/internet use etc
• Maintain, modify or develop database systems as necessary
• Software maintenance including regular back up of all data
• Liaison with other Departments in the MOH
• Provide advice to provincial health departments on IT services including liaison with provincial ISPs as necessary
• On call service and record of all client services
• Other tasks as relevant
