full time International consultant- HIV/ ASRH adviser

The United Nations Population Fund (UNFPA) is the world’s largest international source of population assistance. UNFPA provides support to improve health through reproductive health and maternal health services, to achieve gender equality and to formulate/implement population policies and strategies in support of sustainable development. UNFPA has two main programme components: 1) Population and Development; and 2) Reproductive Health. Both programme components are designed to promote gender equality.

UNFPA Laos is seeking a qualified international candidate to fill a position of the International consultant- HIV/ASRH adviser.

Duties and responsibilities include:
• Support key national responses to ASRH and HIV, including: conduct evidence based advocacy and policy dialogue; provide support to national programme implementation including Vientiane youth center, Ministry of Education’s life skills education and YSRH Referral and counseling network;
• Support increased implementation of comprehensive condom programme as a means to prevent HIV infection emphasizing (i) promotion of dual protection, (ii) feasibility study and possible introduction of female condom programming, and (iii) increased access for young people to condoms;
• Facilitate the implementation of follow up actions of the Youth Summit held in Feb. 2010 including actions through programmes to address youth and vulnerable groups and linking HIV/AIDS and sexual and reproductive health;
• Contribute to the UNFPA 4th. CP evaluation and CP 5 development;
• Contribute to the development of the United National Development Assistance Framework through participation in the UN Theme Group on HIV/AIDS and serve on the UN Technical Working Group on HIV/AIDS, and other coordination mechanisms within the country;
• Undertake capacity building among national counterparts and UNFPA staff on issues pertaining to ASRH and HIV/AIDS issues;
• Assist the national counterparts in preparation of progress reports, annual workplan and other HIV/AIDS related reports;
• Identify funding opportunities and participation in resource mobilization for the ASRH and HIV/AIDS related programme/ activities;
• Perform other duties as assigned by the UNFPA Representative to Lao PDR;

The following qualifications/experience are required:
• Advanced degree in public health, medicine, or related field;
• At least 7 years of relevant experience in ASRH and/ or HIV/AIDS, with significant academic and/or programme/policy experience, including at least five years of experiences at international level;
• Extensive knowledge and understanding of proven ASRH and HIV/AIDS strategies and approaches aimed at reducing the transmission, vulnerability and impact of HIV in the context of reproductive health and rights;
• Experience in facilitating meetings/workshops and coordinating/organizing events;
• Excellent organizational skills, including computer skills;
• Excellent English, both verbal and written, is mandatory;
• Familiarity with UN development programmes and working methods, and particularly with UNFPA policies and procedures, experience in working with government and civil society is an asset;
• Work experience in Lao PDR and Lao language ability an asset;

Duty Station: Vientiane, Lao PDR
Duration: May-December 2010 (7-8 months)
