Duty Station: Vientiane, Lao PDR
Position/Title: Labour Migration Project Officer
Contract Terms: 6-months Special All-Inclusive Contract (with possibility of extension)

Background:
Established in 1951, the International Organization for Migration (IOM) is the principal intergovernmental organization in the field of migration. IOM currently has 125 member states and an additional 18 states hold observer status, as do 76 international and non-governmental organizations. IOM’s mandate is to help ensure the orderly and humane management of migration; to promote international co-operation on migration issues; to aid in the search for practical solutions to migration problems; and to provide humanitarian assistance to migrants in need, be they refugees, displaced persons or other uprooted people. It is seeking qualified professionals to join the IOM Project Office in Vientiane, Lao PDR.

General Functions:
Under the supervision of the Head of Office and Project Manager, and in close collaboration with the Ministry of Labour and Social Welfare, the Project Officer will be responsible for contributing to the development, oversight, co-ordination, and implementation of safe migration awareness campaign project activities. The Project Officer will have the following roles and responsibilities:
1. Contribute to the development of project implementation strategies aimed at meeting the project objectives.
2. Assist the Project Manager with the collection and provision of necessary information and assists in planning, organizing and developing all aspects of the safe migration project.
3. Support in the development and delivery of workshops and training for Government counter-trafficking projects and Non Government Organisation (NGO) staff, including the co-design and co-facilitation of training as required.
4. Assist in managing, monitoring, oversight and support of the timely implementation of safe migration project and keeps the Project Manager informed on the status of implementation of each activities.
5. Develop and submit a proposal that recommends the target location, the campaign content, the communication modes, and the results monitoring progress, and which complement other initiatives.
6. Manage the delivery of the safe migration campaign.
7. Prepare a final report for the project manager approval prior submitted to the donor and Headquarters.
8. Undertake duty travel as necessary to attend relevant meetings and monitor project implementation in the field.
9. Work closely and liaise with government counterparts and partners.
10. Liaise with administrative support units (e.g. Procurement Unit, Accounting Unit etc) as necessary.
11. Other duties as may be assigned by the Project manager.

Desired Qualifications:
• Laotian National
• University degree or a combination of equivalent training and practical experience in labour migration, safe mobility, and/or related social sciences
• Experience in project management, training, operational and field experience an advantage, including ability to develop and manage budgets for field activities • Excellent analytical skills, problem solving skills and communication skills
• Commitment, efficiency, flexibility with ability to work constructively in a team, and independently when required
• Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;
• Computer/software literate, especially MS Office (Word, Excel, Outlook, E-mail and Internet)
• Fluency in written and spoken English and Lao essential
