International Treaty Support Unit (ITSU) Officer
ເພື່ອທີ່ຈະໄປເຮັດວຽກກັບ The National Regulatory Authority for UXO/Mine Action Sector ຢູ່ທີ່ ບໍ່ລະບຸສະຖານທີ່
The NRA is a public institution of the Government of Lao PDR responsible for providing policy direction, managing and coordinating with organizations, National and International agencies licensed to be UXO/Mine Action operators in Lao PDR. The NRA also acts the technical focal point for all matters concerned with international conventions and treaties related to UXO/Mine Action and
Explosive Remnants of War (ERW) as assigned by Government of the Lao PDR.
Specific Duties:
The International Treaty Support Unit (ITSU) Officer reports to Director, and is responsible for the following duties:
1. Being the NRA focal point for secretariat support to the GOL in matters relating to International Treaties linked to the UXO sector such as: The Convention on Cluster Munitions, The Convention on Certain Convention Weapons, The Rights of Persons with Disabilities, The Convention Rights
of a child, The Anti-Personnel Mine Ban Treaty, (noting that GOL is not signatory to this treaty although supports in principle its application).
2. Coordinating the preparation of papers, documents, reports and presentations in connection with treaty obligations.
3. Tracking and collating information to enable progress to be monitored in line with treaty obligations.
4. Being the NRA focal point to support the 1st Meeting of State Parties of the Convention on Cluster Munitions which is to be hosted in Lao PDR.
5. Supporting the anticipated 1st Year GOL presidency of the Convention on Cluster Munitions.
6. Identifying the different information needs of stakeholders and ensure that these needs are met.
7. Establishing communications networks internationally and domestically within the Lao PDR to include websites and other public relations materials.
8. Coordinating NRA involvement with official ceremonies, meetings, working groups, visits and visitors in connection with international treaties.
9. Coordinating closely with NRA operational units (Victim Assistance, Mine Risk Education, and Clearance, data base) to be aware of their operational support and issues and progress with those sub sectors.
10. Coordinate closely with other units within the NRA and especially the Public Relations Unit.
11. Planning International Treaty Support Unit activities, resource requirements and budgets.
12. Other tasks and activities as directed by the NRA Director.
Qualifications
1. A relevant tertiary qualification or experience.
2. Knowledge of the UXO sector in Lao PDR
3. Experience in arranging large scale international meetings.
4. Strong and demonstrable communications experience.
5. Experience in working within Lao Government Departments in support of international treaties.
6. Experience in working with international technical organisations, donors, foreign governments and technical advisors.
7. Excellent presentation skills and an ability to identify and work to strict deadlines.
8. Excellent English language skills, oral and written.
9. Demonstrable project management knowledge with an emphasis on quality.
10. Willingness to take on added responsibilities and in the ‘run up’ to events be prepared to work irregular hours.
