Save the Children supports the government of Lao PDR in enabling children to realize their rights to basic education, creating awareness on child rights, protecting children from exploitation, violence and abuse.

Save the Children Norway in partnership with Save the Chilldren Australia in Lao PDR have the joint education programme, the ‘School Quality Improvement Programme’ (SQIP) in three target provinces, Sayaboury, luang Prabang and Bolikhamsay.

Save the Children Norway in Lao PDR is seeking a highly qualified and motivated Lao national who is flexible, effective team worker and can demonstrate the following skills, knowledge and experience:
Post title: Programme Manager
Duty station: Paksane, Bolikhamsay Province

Keys duties and responsibilities
• Design of strategies, work plans and budget and progress reports for the project
• Responsible for the overall management of the SC project office and implementation of SC programme activities in the province (operational planning, budgeting, monitoring, evaluation and reporting)
• Have direct management responsibility for 1 Programme Officer and 1 Driver (both based at provincial level)
• Provides day-to-day technical support to the PMT and the DITs
• Coordinates closely with the SC Thematic Manager and other relevant SC staff on the program work plan and technical support requirements
• Approves agreed financial requests and reports for activity implementation at the district and provincial level
• Monitors expenditure on a monthly basis at the provincial and district levels against approved project budgets
• Supports the coordination of programme implementation at provincial and district level
• Provides technical capacity building support to staff and partners
• Responsible for implementing monitoring and evaluation activities (in accordance with the programme M&E framework)
• Develops project documents (including progress reports and project plans etc.)
• Ensures the appropriate application of child protection and child rights programming principles into the implementation of activities
• Ensure effective implementation and compliance to all SC policies and guidelines

• Ability to work under pressure
• Willingness to travel and spend time in the districts where SC’s partners are implementing projects
• Willingness to explore new methods and approaches
• Computer skills, at least Words and Excel

Qualifications and experience:
• Master degree in field of education or other relevant related field
• At least 5 years experience in project management in the field of education is preferable
• Knowledge of the Lao Government’s policies relating to children and education
• Experience from working in an international organisation and in a multi-cultural office environment
