EXITING CAREER OPPORTUNITIES IN IMPROVED COOK STOVE (ICS) PROJECT
In partnership with Oxfam Novib and SNV Lao PDR prepared a detailed project implementation design study for an 8 year Improved Cook Stove program in Laos aiming at the production of 420,000 ICS in 5 provinces. As a result of this study, Oxfam Novib and SNV initiated a 2 year Improved Cook Stove Project in Savannakhet Province, Lao PDR. During the first year the focus will be on establishing a solid baseline, but by the end of 2012. 30,000 ICS will have been produced as results of the programs interventions. The project will get financial support from Oxfam Novib and Technical Assistance (TA) from SNV Lao PDR, however the project owner who will be implementing the activities is the Non-profit Association for Rural Mobilisation and Improvement (NORMAI).

GENERAL INFORMATION RECRUITMENT:
In order to commence the project activities 3 new staffs will be recruited: Project Manager, Technical Officer and a Finance and Administration Officer. Contract duration: February 2011 – December 2011, with possible extension. Duty Station: Savannakhet province, with frequent travel to the districts and or other provinces. We strongly encourage applications from women and members of ethnic groups.

ICS PROJECT MANAGER (ICS-PM):
Under the guidance of the Project Director and with the TA of the SNV Senior Advisor the Project Manager is responsible for the daily management of the ICS including promotion, quality control, administration, Budget management.

DUTIES AND RESPONSIBILITIES
The project manager will be responsible for the following activities:
• Prepare detailed Annual Implementation and Budget Plans (log frame).
• Support technical staff in designing technical data base systems and quality control systems.
• Support technical staff in the preparation of Information Education and Communication IEC strategy, training strategy and training curriculum.
• Design a Monitoring and Evaluation System for the implementation of the program itself build upon the log frame indicators.
• Prepare and submit in a timely manner all funding requests, annual plans, progress reports, financial reports, etc. as required by SNV and the donors.
• Sign off on budget preparation for implementation of activities and ensure timely and adequate project activity implementation manner.
• Coordinates all activities between external consultants, partners and staffs.
• Manage the team on their daily work and capacity building as well as coaching /mentoring/supervising and staff performance review.

QUALIFICATIONS AND EXPERIENCE:
• University Degree preferably in Renewable Energy, Environmental Sciences, Business Administration/Management etc.
• At least seven years work experience and demonstrated ability in project management at the field level.
• Demonstrated ability to work in a multi-sector environment.
• Courtesy tact and ability to establish and maintain effective working relationships with people of different national and ethnic background.
• Experience and demonstrated ability in budgetary, financial planning and administrative management will be advantageous.
• Strong verbal and written Lao and English language as well as relevant computer skills (Word, Excel, etc.).
