EXITING CAREER OPPORTUNITIES IN IMPROVED COOK STOVE (ICS) PROJECT
In partnership with Oxfam Novib and SNV Lao PDR prepared a detailed project implementation design study for an 8 year Improved Cook Stove program in Laos aiming at the production of 420,000 ICS in 5 provinces. As a result of this study, Oxfam Novib and SNV initiated a 2 year Improved Cook Stove Project in Savannakhet Province, Lao PDR. During the first year the focus will be on establishing a solid baseline, but by the end of 2012. 30,000 ICS will have been produced as results of the programs interventions. The project will get financial support from Oxfam Novib and Technical Assistance (TA) from SNV Lao PDR, however the project owner who will be implementing the activities is the Non-profit Association for Rural Mobilisation and Improvement (NORMAI).

GENERAL INFORMATION RECRUITMENT:
In order to commence the project activities 3 new staffs will be recruited: Project Manager, Technical Officer and a Finance and Administration Officer. Contract duration: February 2011 – December 2011, with possible extension. Duty Station: Savannakhet province, with frequent travel to the districts and or other provinces. We strongly encourage applications from women and members of ethnic groups.
TECHNICAL OFFICER (TO):
Under the supervision and guidance of the Project Manager and in coordination with Financial and Admin Manager, the Senior SNV Advisor and external consultants responsible for the technical component of ICS on a daily basis including designing, testing, quality control, Carbon Finance labeling.

DUTIES AND RESPONSIBILITIES:
• Support, manage, lead and supervise all aspects of the value chain development of the Improved Cook Stove project.
• Test produced ICS together with WREA staff.
• Get the production quality of the ICS up to a standard eligible for Carbon Financing in the future (this standard will be set in accordance with Technical Assistance from external agencies) and get this standard certified by Department of Science and Technology (formerly known as STEA).
• Provide technical input for external consultant in the preparation of Data Base production, IEC production, M&E system production.
• Prepare yearly, half yearly and monthly monitoring reports and future plans, including financial expenditures and requests.
• Conduct labeling activities according to Carbon Finance standard and report back to Project Manager and Financial Manager.

QUALIFICATIONS AND EXPERIENCE:
• Should have university degree on Civil Engineering or Environmental management.
• At least five years experiences in designing, monitoring and supervision of construction works, preferably involving Improved Cook Stoves.
• Ability to prepare and interpret drawings of civil engineering structures.
• Knowledge on construction and supervision of Improved Cook Stoves.
• Ability to work with computer software programs such as Microsoft Office and AutoCAD (2-D and 3-D drawings).
• Good motorbike driving skills even in difficult road conditions and remote locations.
• Experienced in organizing and conducting technical trainings.
• Good planning and reporting skills.
• Good interpersonal and networking skills.
• Knowledge of English is an advantage.
