The United Nations Population Fund (UNFPA) is the world’s largest international source of population assistance.
UNFPA provides support to improve health through reproductive health and maternal health services, to achieve
gender equality and to formulate/implement population policies and strategies in support of sustainable development.
UNFPA has two main program components: 1) Population and Development; and 2) Reproductive Health. Both programs components are designed to promote gender equality.

UNFPA Laos is seeking a qualified international candidate to fill a position of the International Skilled Birth
Attendance (SBA) coordinator who will undertakes the following duties and responsibilities:

• Provide support for mobilizing resources for SBA development plan implementation.

• To assist MoH, University of Medical Science and College of Health Technology to develop a detailed plan
for up-scaling teachers in midwifery competency, including technical support to the production of training
manual.

• To work closely with MoH to ensure partner coordination and operationalisation of the SBA development plan;
in particular with WHO, Department of Planning and Budgeting and the new HR consultant to MoH, to ensure
SBA plan is properly incorporated into the newly constituted Technical Working Group on Human Resources
(TWG-HR) work plan.

• To work closely with Department of Organization and Personnel to prepare a detailed production plan for midwives (Registered Midwives and Community Midwives) in line with recently endorsed SBA development
Plan.

Deliverable:
• Detailed plan for up-scaling of teachers of midwifery, including training manual.

• Detailed implementation plan up to 2012, integrating contributions for all development partners.

• Outline costing of SBA workforce

• Detailed production plan for midwifes.

The following qualifications/experience is required:
• At least 15 years of global/regional experience in human resource development; skilled birth attendant and
EmONC training.

• Demonstrated skills in strategic development and capacity building of health personnel, particularly midwives. Experience in countries with similar conditions to Lao PDR preferred.

• Excellent verbal and written English language skills, including the ability to simply articulate plans and
progress.

• Prior regional experience highly desirable.

• Previous experience as a team leader preferred.

• Availability for full duration of assignment based in Vientiane, Lao PDR
The salary for the above position plus other benefits will be in accordance with UN staff rules and regulations.
