The Project Lands Program (PL) is a multi-faceted program which aims to compensate villages located at construction sites which are affected by the construction of the Nam Theun 2 Hydroelectric facility. PL requires additional support to calculate and check compensation entitlements, process Grievance claims and follow the progress of the Livelihood Restoration Activities of Project Affected Households (PAH).

The Project Lands Grievance Team has been established to address construction related issues, complaints and concerns presented by the local community and determine what actions and/or compensation
entitlements are to be provided. The Officer will be tasked to supply support and assistance in the investigation of grievance cases which will include but not be limited to field investigations, data collection and reporting, on site interviews and assessments as well as capacity building for local officials.

Main tasks required:
» Conduct Field investigations and surveys for data collection on grievances received (including interviews with local and district authorities as well as with complainants regarding their affected assets) to validate project impacts.

» U se AutoCAD to generate reports, analyze situations and measure areas as necessary.

» A nalysis of current PL documents to assess whether entitlements based on the CA has been provided to the complainant.

» Calculate required compensation for valid grievances and prepare the required documents as well as participate in the final payments for valid grievances

Job qualifications:
» University Degree (Engineering, GIS or related field)
» English (intermediate oral and written)
» Computer literate, Microsoft Windows and office package, Auto Cad and other land development programs, MapInfo;
» Prior experience in community dialogue and trainings at the local level;
» 3 year general work experience in the rural development sector
