full time Social Policy Specialist

The United Nations Children’s Fund (UNICEF) in Vientiane, LAO PDR is seeking to employ a person, who will be
based in their Vientiane Office, under the general guidance of the Deputy Representative, accountable for effective
engagement in social policy dialogue with the Government in support of the goal of universal coverage of essential
social services and the creation of a protective environment for children.

Main responsibilities:
The Social Policy Specialist will:
• Collects data for the sound and up-to-date assessment of the situation of children and women. Provides
timely data-driven analysis for effective prioritization, planning, and development of policies. Analyzes the
macroeconomic context of social policy programmes and its impact on social development, emerging issues and
social policy concerns, as well as implications for children, and proposes and promotes appropriate responses.
• Establishes effective partnerships with the Government, bilateral and multilateral donors, civil society and
local leaders, the private sector, and other UN agencies to support sustained and proactive commitment to the
Convention of the Rights of the Child and to achieve global UN agendas such as the Millennium Development
Goals and the World Fit for Children agenda.
• Collaborates with the central and local authorities to assist in planning, policy discussion and service delivery
closely responding to the needs of local communities. Provides support in making decentralization sustainable
through adequate local support while keeping decentralized services both accessible and effective.
• Monitors and updates current information on state budgeting and spending patterns for social programmes and
decentralization status of social services.
• Participates in intersectoral collaboration with other programme colleagues. Provides timely, regular datadriven
analysis for effective prioritization, planning, and development; facilitates results-based management for
planning, adjusting, and scaling-up specific social policy/ upstream initiatives.
Qualifications required:
• Advanced university degree in economics, social policy or related field.
• Five years of progressively responsible professional work experience at national and international levels in
public policy with a focus on child poverty and social and economic policy, and particular attention to human
rights-based approaches.
• Current knowledge of development issues in the region including child poverty analysis and social policies an
advantage.
• Proven ability to conceptualize, innovate, plan and execute ideas as well as transfer knowledge and skills.
• Proven skills in strategic analysis, programme evaluations and reviews, preferably demonstrated through
publications in peer-reviewed journals.
• Excellent facilitation, organizational, analytical, negotiating, communication and advocacy skills.
• Computer skills, including internet navigation, and various office applications.
• Demonstrated ability to work in a multi-cultural environment, and establish harmonious and effective working
relationships both within and outside the organization.
• Fluency in English and another UN language required. Knowledge of local language an asset.
