on Human Trafficking (UNIAP)
The Ministry of Labour and Social Welfare (MLSW) and the UN Inter-Agency Project on Human
Trafficking in the Greater Mekong Sub-region (UNIAP), is implementing a three-year project (2009–
2011) to establish a sustainable mechanism for the Lao and Thai Governments to report and trace missing
persons. Under the supervision of the MLSW and UNIAP, the Cross-Border Liaison Assistant will
support the follow up of human trafficking cases identified by MLSW and UNIAP, which includes:
Duties and Responsibilities
1. Support to the Thai-Lao Cross Border Collaboration on Tracing Missing Trafficking Victims in
Thailand (THALACC): identification of missing Lao citizens in Thailand who are suspected to have
been trafficked;
2. Verify missing information and liaise closely with the THALACC Thai counterpart;
3. Frequent travel to the provinces to follow up on cases;
4. Provide cross-agency coordination and other assignments as requested by the supervisor, including
information gathering and exchange;
5. Act as the main focal point for communications on casework and other administrative and finance
needs.
Qualifications and Experience
1. University Degree in social work, public administration, humanities, development or related field;
2. Lao and English language skills;
3. A minimum of two years experience in social work or related field is required, and previous
experiences with UN agencies, Government and NGOs is preferred;
4. Knowledge of Microsoft computer programs and ability to effectively use database systems and the
internet;
5. Strong initiative and enthusiasm;
6. Demonstrated knowledge of project planning and implementation;
7. Discreetness and sensitivity to vulnerable groups, including migrant workers;
8. Ability to travel to the provinces where necessary;
9. Flexible working arrangements;
10. Good working relationships with Government and Non-Government partners.
The successful candidate will be engaged in a 12 month (renewable) Service Contract.
