JICA Technical Cooperation ‘Project for Enhancing Capacity of PIP Management’ (PCAP 2)
is a three and a half-year technical cooperation project aiming to improve the capacity of the
government officials involved in Public Investment Program (PIP) project management in Lao
PDR. JICA-PCAP 2 is looking for a qualified person to fill in the position of Training Assistant
with a subject of program management and ODA counterpart fund management with
a period of 1.5 months from mid July to August 2009. The consultant is required to assist
Japanese Experts and PCAP2 team members from the Ministry for Planning and Investment
(MPI) in developing training instructional materials, conducting Training of Trainers
(TOT), and conducting logistic arrangements for trainings.

Qualifications:
 Experience in developing training instructional materials including power point
presentation materials
 Skills of critical thinking/logical thinking
 Fluent in English and Lao in writing and speaking
 Qualified reporting skills in English and Lao (TOEFL, TOEIC, IELTS certificate is
preferable)
 Excellent in interpersonal and communication skills as a member of the project team
 Computer literate (Word, Excel, and PowerPoint), and accessible to internet and
E-mail
 Preferably experience or knowledge of investment project and project management in
Lao PDR
 Preferably past working experiences with the government officials in Lao PDR
